In this game, you are in the city council of Tokyo, preparing and implementing measures while new shocks are happening, and stresses become more and more severe.
The goal of the game is to build a resilient city, with a good economy, a close community and healthy nature. In the game, each round represents the yearly meeting of the city council, in which you can discuss a policy and corresponding budget you want to implement.
However, every year the die is cast and there is a chance of a disaster. These disasters can happen in one of four sectors that represent Tokyo’s environmental resilience: Air Quality, Solid Waste Management, Health sector and Coastal Defense. Each shock has negative impacts on the city’s economy, community and nature, and thus removes you further from your goal. It is therefore wise to prepare adaptive measures before a disaster is happening, or to mitigate ongoing disasters or repair the damages of last year's disasters.
Are you able to lead Tokyo to a prosperous future?
