Health Policy Analysis - An Introduction

This book is intended for students, teachers, and educators interested in health policymaking. A key theme in the book is that health policymaking includes more than translating empirical knowledge about the determinants of health and disease into effective policy measures. A linear path from knowledge to health policy does not exist. Though undoubtedly essential, empirical knowledge on the determinants of life expectancy, quality of life, infant mortality, maternity death, health disparities, and other public health parameters is only one dimension of health policymaking. An instrumental view on health policymaking falls short because it neglects what may be called its political face. Health policymaking is not only a matter of applying empirical knowledge into practice but also the outcome of political contests, ideological beliefs, commercial interests, power, and standardized practices. This book aims to train students in analyzing the impact of these factors on health policymaking. I wish to express my sincere appreciation to Maastricht University Press for generously supporting the publication of this book as an open-access resource, making it freely available to all those interested in health policymaking. This accessibility will undoubtedly contribute to a broader, more informed discourse on this crucial subject. The book results from many years of teaching health policy analysis or the analysis of and for health policymaking. It could not have been written without the enthusiastic input of all the students I have met in my courses at Maastricht University. It is to them I dedicate this book. I also thank Arianne Elissen, Daan Westra, and Harm Lieverdink for their comments on an earlier version of the book. Maastricht, August 2023 Hans Maarse

The VALIDATE handbook: An approach on the integration of values in doing assessments of health technologies

Health Technology Assessment (HTA) is defined as a multidisciplinary process that uses explicit methods to determine the value of a health technology at different points in its lifecycle. The purpose is to inform decision-making in order to promote an equitable, efficient, and high-quality health system. The definition reflects that facts and values are intertwined in HTA. This means that HTA should be considered as a type of policy analysis, wherein the assessment of safety, clinical and cost implications of health technologies, as well as their wider ethical, legal, social, organizational, environmental and other implications is conducted from the view that these aspects are closely interrelated, and wherein stakeholders are involved in a more productive way throughout the process of HTA. Acknowledging this holds the potential of conducting assessments of health technologies in a way that supports deliberative democratic decision making. In the 2018-2021 EU Erasmus+ strategic partnerships project “VALues In Doing Assessments of healthcare TEchnologies” (VALIDATE), a consortium of seven academic and HTA organizations have developed an approach to HTA that allows for the integration of empirical analysis and normative inquiry. The VALIDATE handbook: an approach on the integration of values in doing assessments of health technologies offers the reader an opportunity to get acquainted with the theoretical considerations and apprehend the associated practical and organizational implications of this approach. It offers those interested in HTA to integrate empirical analysis and normative inquiry in a transparent way.

INPRO Student-Run Interprofessional Learning Ward (SR-IPLW)

This social business case describes the motivation to develop a Student-Run Interprofessional Learning Ward (SR-IPLW), where patients, students, lecturers, and professionals learn and work together. Students are in the lead of SR-IPLW together with professionals and lecturers on the basis of patients' needs. Coaching and supporting the lecturers and professionals. Everyone learns and continues learning, which means that the SR-IPLW is constantly evolving. Innovation and Research support this process. The business case makes clear that with a modest financial investment, an extensive (organization-wide) commitment, and solid (organization-exceeding) cooperation, an SR-IPLW can be realized with a fundamental social impact. A new way of education, and a different approach of treatment resulting in a permanent influx of interprofessional educated young talented professionals.
