Poverty and Informal Housing in Manila

The Philippines, due to its geographical location in the Ring of Fire and the Typhoon belt, gets affected by a variety of natural hazards every year such as typhoons, earthquakes, and volcanic eruptions. Additional stresses like droughts and sea level rise (caused by climate change), and land subsidence due to excess groundwater extraction, contribute to lowering Manila’s resilience even further. Informal housing, however, is one of the main factors that contribute to lowering the resilience of the city to the multiple natural resources that it is prone to. The urban poor of Manila usually live in informal settlements due to the lack of availability of affordable housing and the increase of unplanned urban migration. This sector of society is therefore the most affected by disasters. Due to the lack of availability of resources before, during and after the occurrence of a natural event, dwellers of informal settlements are significantly more vulnerable to the effects of shocks. For this same reason, they have a lower ability to recover afterwards, which consequently increases their vulnerability to the next natural disaster due to the high recurrence of such events in the region. Furthermore, low to non-existent government intervention in these communities leads to malfunctioning drainage and sanitation systems, which end up affect the city as a whole as they contribute to pump station blockage and surface water pollution in cases of flooding. On the other hand, government interventions involving resettlement plans tend to fail due to lack of popular consultation and community involvement in the decision-making process. Successful relocation plans could significantly reduce the vulnerability of these communities to natural disaster since they would reduce population density in Metro Manila, move the communities to lower risk and more geologically stable areas, and reduce surface water pollution in the city due to better waste management. Proper relocation plans by the government could therefore have a great impact in improving the overall resilience of Manila, but community participation and consultation is primordial for the efforts to be successful. Additional proposed solutions, as well as supplementary resources are provided including reference literature and understanding/discussion questions related to the topics discussed in the report. Answers to the understanding questions are provided separately for lecturers.

Typhoons in Manila

Metropolitan Manila is a highly populated area and lies in the most-active tropical cyclone basin in the world. Tropical cyclones (or typhoons) are strong cyclonic storms that develop over warm ocean waters and when moving across coastal regions can bring immense damage to coastal cities. This report investigates the cascading effects typhoons have had in the past on Metro Manila and looks into possible solution strategies to strengthen the resilience of the urban area. Poverty is one of the most prevalent issues in Manila. Because of improper housing options and poor infrastructure, low-income communities are forced to live in flood-prone areas and therefore highly vulnerable to disaster events that are accompanied by flooding or storm surges. Informal settlements are the part of the urban system most affected by typhoons and in special need for attention in mitigation work. Proposed solution strategies include improvements in urban drainage, inclusive relocation plans, livelihood assistance and capacity building programs, weak solid waste management practices and rehabilitation of the wetland ecosystem.

2.1 Introduction to media governance

This is the introduction of the course Media Ethics and governance. In this part of the course we will discuss the developments of ideas on media governance. Media Governance refers to the entire system of rules and regulation and informal societal, ideological and economical processes that influence the behavior of our media. We will start with some basic models and then give an overview of the (historical) roots of modern governance models.

Introduction to Aerospace Structures and Materials

This book provides an introduction to the discipline of aerospace structures and materials. It is the first book to date that includes all relevant aspects of this discipline within a single monologue. These aspects range from materials, manufacturing and processing techniques, to structures, design principles and structural performance, including aspects like durability and safety. With the purpose of introducing students into the basics of the entire discipline, the book presents the subjects broadly and loosely connected, adopting either a formal description or an informal walk around type of presentation. A key lessons conveyed within this book is the interplay between the exact science and engineering topics, like solid material physics and structural analysis, and the soft topics that are not easily captured by equations and formulas. Safety, manufacturability, availability and costing are some of these topics that are presented in this book to explain decisions and design solutions within this discipline.

Air pollution in Jakarta

In the recent years Jakarta has infamously reached the top 10 of most polluted cities in the world. Due to an increase in population, climate change, modernization and industrialization of Indonesia and Jakarta. The main sources of its pollution are vehicle emissions, heavy industry, burning of organic matter, construction and dust, and its citizens now have carry the burden. After large increases in disease, deaths and economic costs the cities regulators have finally accepted that measurements have to be taken and, together with NGO’s, taken action in the form of measurements and a roadmap to 2030. In the plan, vast infrastructural projects are proposed to improve connectivity in the city and encourage the use of public transport. Furthermore, plans to implement and enforce emission standards and regulations for private vehicles and heavy industry are proposed. Finally, they plan to handle Jakartas large waste crisis in the suburbs and informal housing, which is currently mostly burned, as citizens see no other way to dispose of it. The regulators plans are ambitious, and will certainly improve the standard of living for the whole city after completion. However, during its implementation it will have vast consequences for thousands of citizens as these infrastructure projects will require the demolition of thousands of houses. If new regulations and policies are too restrictive it can harm the lower-class citizens and economic growth. A final problem is finance, the plans are not only ambitious, they are also incredibly expensive. It will require the cooperation of the private and public sector, as well the intergovernmental cooperation between different branches to ensure these plans can be successful. Fortunately, the air quality is easy to measure, as the stations used in previous air quality monitoring studies, together with the enforcement of emission standards can be used to monitor how the air quality will increase as each phase of the plan is implemented. A careful balance and timeline has to be crafted to implement new regulations and infrastructure projects, but in the end, the citizens will reap the benefit.

Population Growth in Jakarta, Indonesia

Population growth threatens Jakarta’s resilience as it exacerbates the effects of climate change and impacts the social, environmental, and technological systems in the urban network. This report investigates the problems Jakarta faces due to population growth, potential solution strategies, and ethical considerations. Solution strategies span the mobility, housing, natural resources, and economic spaces. Political and religious aspects of ethical considerations are explored as well as a proposed framework for monitoring the efficacy of solution strategies. Finally, recommendations for further reading and discussion questions are provided.
